DEVELOPER worksheet and PRESENTATION GUIDE

The P.I.C.O. Neighborhood Council Land Use Committee welcomes developers and/or their representatives to present their projects to our community for input and feedback.

The committee serves as a voluntary advisory group that makes recommendations on projects that come before the committee to the P.I.C.O. NC General Board.

Projects that are listed in the City Planning Department’s Early Notification System (ENS) are considered for review, as well as efforts made through our community outreach to developers and their representatives. Typical projects that have been reviewed by the committee include large and small scale TOC (Transit-Oriented Community) developments, hospital, mixed-use, bike lanes, hotels, liquor license renewals, commercial and business establishments.

In order to have a thorough review of a project, we request that the following be considered as part of the presentation process:

What do you need to prepare for a Land Use Committee meeting?

1) Fill out the P.I.C.O. Neighborhood Council Land-use Worksheet. We find that many participants do not read plans well and this will summarize some of the key points we like to understand in relation to the project.

2) Create and distribute a flyer to the neighbors within a 500-1000’ radius of the proposed project so we can ensure all community members immediately affected by the project are aware of it and can participate in the meeting. (See area map).

The flyer must contain updated information on the Zoom or meeting location so it’s important to create a flyer based on a rendered image of your development, include contact information, address, and the date of your presentation. We encourage you to make sure the community is notified at least one (1) week prior to the scheduled Land Use Committee meeting. If you mail the flyer, more time will be needed to inform residents. Note: It is the responsibility of the developer to notify the community residents within the boundaries of the project. The Land Use Committee will announce the meeting to it’s member constituents via e-mail, newsletter, and through social media outlets.

3) A digital set of plans should be submitted with the completed worksheet and draft of the flyer well in advance of the meeting. We no longer accept hard copy architectural plans. Digital plans will be shared as part of the agenda so the community can review the plans and/or get a sense of the project ahead of time and these plans will be posted as part of the public notice requirements in our For the Record folder.

Meeting Requirements

1) All completed plans and applications should be submitted at least one (1) week prior to the scheduled Land Use meeting. Please e-mail to landuse@piconc.com.  

2) The monthly agenda distributed to all interested parties and will include a copy of the developer worksheet, plans, presentation, and supporting documents as is required to be posed and distributed no less than 72 hours prior to the scheduled meeting in order to satisfy public notice requirements covered under the Brown Act.

3) Digital presentations will be shared during the meeting to the committee and general public. Presentations may be managed by a member of the Land Use Committee or the developer’s representative, whichever is preferred.

4) Presentations can run between 30-45 minutes including public and committee comment so please arrive at least 15 minutes prior to your scheduled time which will be listed on the agenda. The agenda will be provided to you prior to the meeting when all plans and documents are submitted.

Land Use Committee meetings are the 4th Thursday of the month and are between 6:30PM and 9:00PM.
